Russell grew up in East Ham, Manor Park and later moved out to Chadwell Heath.
In 1970-74 he served an Apprenticeship with Ford Motor Company at Dagenham, Harold Hill and Dunston. Qualifying as a Mechanical & Electrical Engineer and Experimental Toolmaking.
He Joined British Rail in 1983 and finally retired on July 2024, first working in the Director of Funds Department. In 1985 transferred to the Mechanical & Electrical Engineers Department and was involved in the Electrification of the East Coast Main Line and was one of Electrification Construction Engineers responsible for the completion of the final stage between Northallerton & Chathill. He was then Project Manager for the redesign of the Electrification and Permanent Way of Polmadie depot at Glasgow, and various other major schemes.
In 2004 he joined the local Council and was elected Mayor of Richmond in 2004-05 and again in 2016-17. In 2005 on an official visit to Richmond Missouri USA, he was granted the Freedom of the Town and received a Citation from the Senate of the State of Missouri.
In 2007 he joined Richmondshire District Council and became Deputy Chairman in 2013-14 and then Chairman in 2014-15.
In 2008 he joined the Wensleydale Railway as the Director of Infrastructure which is a role he still carries to this day.
In 2004 he became a Freeman of Company of Fellmongers and is the present Master and a Trustee of the Alms Houses and Charities Committee.
In 2005 he became a Freeman of Company of Mercers, Grocers & Haberdashers and was Warden 2015-16, and is the Clerk to Company’s Charitable Trust.
He is married to Freda, they have 3 children, two sons and a daughter.
His hobbies include Target Shooting with his collection of antique and modern rifles, including revolvers and pistols he also enjoys walking in the hills of Richmondshire with his Patterdale Terrier ‘Bella’ with the obligatory visit to the local hostelry.
